InSite Service
InSite is the central database of Government Central Civil Estate buildings and land.
The InSite service replaces the legacy e-PIMS system and has been designed to focus capturing data against the Government Property Data Standard.
It records the precise location of property, along with information such as landlord details, lease data and usage.
Users are able to find properties on a map, amend their own property details, and use the system to search for vacant space.
InSite will capture data for Government Estate data to enable the property function to have a central portfolio view of the estate and:
- report against the Property Data Mandate
- meet its commitments under the climate change act to table a report on the efficiency and sustainability of the Government Estate
- dispose of surplus property as per the HMT MPM guidelines
- meet its transparency commitments publishing property data on data.gov.uk
- deliver the right to contest policy
- repurpose/ minimise vacant space
The data captured will also be utilised as an evidence base to support the strategic asset management of the estate and delivery of the Government Property Strategy.
Insite has been built around the Government Property Data Standard.
The Data Standard outlines the data fields that need to be reported against in order for the Office of Government Property (OGP) and departments across the Government estate to be able to provide a view on property at a portfolio level.
Updating property information aligned to the data standard is mandatory for all:
- government departments
- non-ministerial departments and their executive agencies
- arms length bodies
- non-departmental public bodies
- special health authorities
The system is also used by the devolved governments of Scotland and Wales.
The following bodies are not mandated to update their information:
- the NHS (except for special health authorities)
- public corporations
- privatised railways
- Crown Estate
- Defence Estate (subject to some exceptions)
- Local Authorities

What InSite Is Not
InSite technology is not a property management system. It is not aimed at replacing property management systems (for example Integrated Workplace Management Systems) in use in the public sector. It will initially capture strategic information contained in the data standard (explained below) and will be continuously improved to meet business and user requirements.
User Support
The InSite system has been developed to be as intuitive as possible and requires limited external guidance. User Guides are available in the System.
