For public sector organisations, DVS provides valuations and property advice.

The DVS provides services for public sector organisations, including property advice and valuations.

They offer services to specific parts of the public sector:

Central and local government

The DVS provides specific services to central and local government.

Policy development and analysis

  • advice on development plans and strategies
  • property market analyses and reports

Housing

Commercial development

  • compulsory purchase and compensation
  • developer selection and negotiations
  • land assembly issues
  • apportionment of proceeds between development partners
  • overage, escalator and claw back

Healthcare sector (NHS)

In addition to providing general property valuations and advice, the DVS also provides the NHS with the following services:

  • preparation of project documentation for business cases
  • Official Journal of the European Union (OJEU) advertising and private finance initiative (PFI) project briefs
  • primary care premises development services
  • Current Market Rent assessments of GP practices under the NHS Directions
  • advising on capital funding allocations for NHS dentistry
  • LIFT Market Value transfers and value for money (VFM) reports
  • advice on residual value amounts and bullet payments

Educational bodies

The DVS provides advice on a range of educational properties including:

  • student halls of residence
  • student accommodation
  • administration and teaching blocks
  • lecture theatres
  • leisure facilities

Transport

The DVS provides advice on new road, rail, tram and pipeline schemes, and on airport expansions and new runways.

The services they offer this sector, include:

  • advice on route selection
  • initial estimates of acquisition and compensation costs
  • market and land price change forecasts and reports

Compulsory purchase and compensation

The DVS also offers the transport sector:

  • expert witnesses at CPO inquiries, lands tribunal and alternative dispute resolution hearings
  • negotiation and handling of all types of compensation claims under compulsory purchase order (CPO) powers including blight notice, severance, injurious affection and disturbance
  • advice on section 17 and 18 Land Compensation Act 1961
  • easements, wayleaves and licences

Emergency services

The DVS provides property services to support the needs of the emergency services.
