Goods Vehicle Movement Service (GVMS) has been designed as an enveloping system to help assist with the movement of goods into and out of Great Britain. The goods movement reference (GMR) has been created to be updated with results of inspection requirements, and these instructions must be adhered to comply with UK rules and regulations. The GMR must contain all declarations that are moving into and out of Great Britain. 

It is the responsibility of the haulier to ensure that they attend for inspection where required. Failure to do so may mean that penalties are incurred.
