Information about goods vehicle movement reference states.

The goods movement reference (GMR) can be in the following states: 

• ‘not finalisable’ — the GMR cannot be finalised and an update by the haulier will be needed before it can be used to check-in with a carrier
• ‘open’ — the GMR is open for updates and can be finalised by the haulier
• ‘checked In’ — the GMR has been checked-in by the carrier, awaiting embarkation confirmation — the haulier cannot make any more updates
• ‘embarked’ — the carrier has notified HMRC that the GMR is on an embarked crossing and the goods are waiting for clearance to proceed — the haulier and the carrier cannot make any more updates
• ‘completed’ — the GMR is completed, the goods movement has embarked on its crossing, and the goods are clear to proceed — no updates can be made to the GMR
