Information on the Cooperation between HMRC and Other Government Authorities.

4.1 Civil Aviation Authority (CAA), Regulated Agents and Known Consignors

If an air cargo agent or airline company established in the UK is also a Regulated Agent or Known Consignor as certified by the Civil Aviation Authority and fulfils the requirements of those statuses, it will be deemed to have met the criteria for the issue of an Authorised Economic Operator security and safety authorisation for the premises or operations which are covered. 

The premises or operations covered must be identical to those covered by the Regulated Agent or Known Consignor status. If the premises or operations covered by AEO security and safety differs to the area covered by the statuses, additional AEO security and safety status checks will need to be carried out by HMRC. Regulated Agent and Known Consignor status only apply to outbound goods or exports by air. If a business also deals with imports or exports by another mode of transport, HMRC will need to conduct a site visit.

4.2 Internationally recognised security and/or safety certificates

If an airline or shipping company is established in the UK and holds an internationally recognised security and/or safety certificate issued on the basis of international conventions governing the transport sectors concerned, the criteria for an AEO security and safety authorisation are also deemed to be met if the criteria are identical or correspond to those for issuing an AEO authorisation. 

If the criteria or area covered by AEO security and safety differs to the area covered by the internationally recognised security and/or safety certification, additional AEO security and safety status checks will need to be carried out by HMRC.

4.3 Border Force

HMRC work in partnership with Border Force on the UK AEO programme. HMRC also work closely with Border Force stakeholders to ensure that Authorised Economic Operator Security and Safety (AEOS) receive full benefits at the borders.
