Additional forms and procedures
Details the forms and procedures needed for certain circumstances in addition to the ATA Carnet.
Certain movements — including freight shipments and movements between Great Britain and Northern Ireland — require additional customs forms. These forms should be prepared alongside the Carnet.
When goods are exported or imported as freight through an inventory linked port or airport (for example, Heathrow or Gatwick), they may need to be included on an Import and export Customs clearance request (C21i) form. This must be presented in addition to the ATA Carnet. The C21i form allows customs agents to release goods from an inventory system when a full customs declaration is not made.

For hand-carried goods or goods driven in a personal vehicle between Great Britain and Northern Ireland, a full carnet is not always necessary.
The National Carnet Unit accepts temporary admission (TA) declarations using form C108 or the Duplicate List procedure.

The Carnet holder may authorise someone else to travel with or present the goods. For example a:
- an employee
- an agent
- a haulier
The representative should be named on the Carnet however in the case they are not, then a signed Letter of Authorisation must be held alongside the Carnet. The letter must:
- state the full name of the person authorised to use the carnet
- be signed by the holder
When goods are shipped by a haulier, prepare the authorisation letter as usual and leave space for the haulier to write the driver’s name once known.
A Carnet issued in the name of a company may be used by any person provided they carry a letter from the named holder authorising such use. The letter should be prepared on company letter headed paper. In these cases, box B on the front cover should state ‘any authorised representative’.
Without a proper authorisation letter, customs may refuse to process the Carnet or may detain the goods until proof of authority is provided.
