Apply for bulk importer verification for Scotch Whisky

Apply for verification if you're importing bulk Scotch Whisky from Scotland.

You do not need to apply for bulk importer verification if you are already registered as a blender, bottler and labeller.

Who needs to apply for a bulk importer verification

You need to apply for bulk importer verification if you’re based outside Scotland and you import Scotch Whisky in bulk (this does not include single malt Scotch Whisky) but you do not blend or bottle and label it as Scotch Whisky.

For example, you might:

  • sell the bulk Scotch Whisky exactly as you received it
  • use it in another product that will not be sold as Scotch Whisky

What you’ll need to pay

HMRC will charge a verification fee of £250 for each facility that needs verification.

We will charge an additional £250 to verify any extra processes and carry out further compliance checks.

You must pay all fees before we’ll start verification.

What you’ll need

You’ll need to tell us:

  • your name, address and trading name, if it’s different
  • the country you’re based in
  • your bulk importer Excise ID number, if you’re based in the EU
  • the contact details of your billing department

We’ll write to you to confirm the outcome of your application.

You will also need to submit an undertaking to HMRC.
