Accommodation for Ex-Offenders scheme: local authority funding allocations between July 2021 and March 2025

The Accommodation for Ex-Offenders scheme (AFEO) provides funding to local authorities to support ex-offenders at risk of rough sleeping into private rental sector accommodation.

The Accommodation for ex-Offenders (AfEO) programme aims to reduce reoffending and homelessness by supporting ex-offenders who might otherwise become homeless to access the private rented sector. Prison leavers without settled accommodation are almost 50% more likely to reoffend.

A breakdown of the local authority allocations for AfEO funding across both phases of the programme can be found below. The funding allows local authority schemes to provide a range of support to enter the private rented sector, typically consisting of rental deposits and landlord incentives and/or dedicated support staff including landlord liaison and tenancy support/sustainment officers.
