The British Embassy Tokyo invites external implementers to submit bids for projects supported by the UK Prosperity Fund to identify and open up opportunities for UK exports to Japan.

Prosperity Fund Tokyo: call for bids

This year, the Japan Prosperity Fund is inviting bids to implement four projects:

  • EU-JAPAN ECONOMIC PARTNERSHIP AGREEMENT: OPPORTUNITIES FOR UK BUSINESS
  • JAPAN: DEFENCE AQUISITION TOOLKIT FOR UK COMPANIES
  • JAPAN: TOKYO 2020 ACQUISITION TOOLKIT FOR UK COMPANIES
  • JAPAN’S ELECTRICITY/GAS MARKET LIBERALISATION: OPPORTUNITIES FOR UK BUSINESSES

EU-JAPAN ECONOMIC PARTNERSHIP AGREEMENT: OPPORTUNITIES FOR UK BUSINESS

This project will increase awareness, interest and understanding among UK businesses of the EU-Japan Economic Partnership Agreement (EPA), currently under negotiation. The project will enable UK businesses to be well-placed to capitalise on EPA opportunities and secure business success once the EPA is agreed and implemented. The implementer should build on existing research to identify, on a sectoral basis and matching UK business strengths, the main new export opportunities in Japan arising from the EPA. As a secondary and subsidiary matter, the implementer should also identify any new opportunities in Japan which will become available to UK businesses as a result of the agreement already reached on the Trans-Pacific Partnership (TPP). These opportunities should be summarised in a report in English. The implementer should conduct an impactful campaign (mainly in the UK) to educate UK businesses and business organisations of the new opportunities and encourage them to prepare strategies to take advantage of them. The project should be complete by the end of 2016, to permit a potential further awareness-raising project (to be tendered separately) after the EPA has been agreed. Bids will be assessed mainly on their cost, impact and accessibility of outcomes to UK business. If helpful, the implementer could co-brand the report and events associated with this project.

JAPAN: DEFENCE SECTOR TOOLKIT FOR UK COMPANIES

This project will help UK exporters win high-value defence contracts in Japan. The implementer will produce a toolkit in English to help UK companies win business in the Japanese defence sector. The toolkit will be a booklet containing, inter alia: a glossary of terms and structure of key stakeholders; for contracts for defence equipment and services awarded by the JMOD ATLA it will explain Government procurement process in an easy to understand flow chart; it will explain typical timescales for acquisition processes; it will outline required documentation (and UK equivalent documents). For contracts for defence equipment and services awarded by Japanese industry it will include information about commercial procurement rules; it will contain a typical procurement process flowchart; and will outline required documentation. The booklet will also contain a brief guide to doing business in Japan including how to set up a business and how manage partnerships with Japanese companies, and reference further relevant information. It will have a list of key contacts in the sector. The project should be complete by November 2016, to permit the toolkit to be used in an awareness-raising project (to be tendered separately) in the UK. Bids will be assessed mainly on their cost, impact and accessibility of outcomes to UK business. If helpful, the implementer could co-brand the toolkit.

JAPAN: TOKYO 2020 TOOLKIT FOR UK COMPANIES

This project will help UK exporters win high-value contracts associated with the Olympic and Paralympic Games to be held in Tokyo in 2020. The toolkit will be a booklet containing, inter alia: a glossary of terms and a diagram showing the structure of the Tokyo 2020 organising bodies. For contracts for services and temporary structures awarded by Tokyo 2020 Organising Committee it will include a procurement process flow chart; an indication of likely timescales for procurement; an explanation of the required documentation (and UK equivalent documents). For infrastructure contracts awarded by the Japanese Government and Tokyo Metropolitan Government it will include a guide to public procurement rules and procurement processes; it will explain required documentation. The booklet will also contain a brief guide to doing business in Japan including how to set up a business and how manage partnerships with Japanese companies. It will have a list of key contacts in the sector and reference further relevant information. JAPAN’S ELECTRICITY/GAS MARKET LIBERALISATION: OPPORTUNITIES FOR UK BUSINESSES

This project will raise awareness among UK businesses of the new opportunities in Japan from electricity/gas market liberalisation and encourage their entry into the Japanese market. The implementer will produce a report in English which explains changes happening in Japan’s electricity and gas markets, including policy and regulation, and identify new commercial opportunities and prospects for UK companies. The report should identify key UK strengths in 2 to 3 areas of technology/services and 10 to 20 UK companies with such capabilities and interested in expanding into the Japanese market. The report should be completed by end September with a launch event in London in October as a way to directly encourage entry into the Japanese market. Bids will be assessed mainly on their cost, impact and accessibility of outcomes to UK business. If helpful, the implementer could co-brand the report and event.
