Call for proposals: torture prevention and women rights - Tunisia

The British Embassy Tunis invites bids for the Human Rights and Democracy Programme Fund run by the UK Foreign and Commonwealth Office (FCO) on the themes of:

  1. Torture prevention;
  2. Women’s rights.

Please note that although the Fund covers other thematic areas in other countries, the British Embassy in Tunis will only be accepting concept bids in these two areas for 2014/15, and will give ultimate priority to theme 1 (torture prevention) to support and complement existing work in this area.

The deadline for submission of initial concept bids, covering the period 2014/15 is 7 March 2014. If you are planning to submit a bid, please also get in touch with Asma Ridane before this deadline (see further details below).

About the Human Rights and Democracy Programme Fund

The Human Rights and Democracy Programme Fund (HRDP) is one of the FCO’s strategic programme funds which aims to support projects around the world that help to progress the UK’s priorities in the areas of Rule of Law, Human Rights and Democracy. Previous work in Tunisia under this fund includes support to the development of the National Preventative Mechanism for torture prevention.

Funding criteria

  • Projects must support activity linked to one of the thematic priorities outlined above.

  • Projects should begin from June 2014 and must be completed by end February 2015.

  • The FCO can fund up to £200,000 for one project. Projects that require more than that amount may be considered exceptionally. We are also keen to consider smaller bids.

  • We welcome projects funded with other donors. All projects must demonstrate how they complement the efforts of other donors and bring added value. We strongly encourage projects that seek future funding from other bodies (i.e. EU, UN) to follow-on work.

The embassy will decide in March which concept bid/s we wish to see developed into full proposals which will then be submitted to London in April, with any successful bids agreed by end May to start work in early June.

Application for funding and time table

Deadline for implementers to submit concept bids to the British Embassy. (The British Embassy will assess all concept bids received. Selected bidders will be asked to work their concept up to a full proposal for submission.) 7 March 2014
Deadline for implementers to submit full bids to the British Embassy. (The British Embassy will then submit the best bids to the HRDP Team in London). 28 March 2014
Assessment of submitted projects by HRDP Team and Board April/May 2014
Successful bidders notified End of May 2014
Project implementation commences June 2014/March 2015

Project concepts bids and full bids should be submitted to the British Embassy in Tunis, but final funding decisions will be made by the HRD Programme Team in London.

Project concepts must follow the FCO’s standard forms and Guidance and be submitted to the British Embassy by close of business 7 March 2014. They should be sent via email to british.embassy@planet.tn and to Asma.Ridane2@fco.gsi.gov.uk
