Ukraine Recovery Conference 2023

The Ukraine Recovery Conference 2023 (URC) in London 21 to 22 June 2023, co-hosted by the UK and Ukraine, strengthened international support for Ukraine.


The URC brought together a coalition of thousands of representatives from businesses, civil society and governments from 59 countries to commit support to Ukraine’s recovery.

Ukraine has significant economic potential. The international community came together at the conference to unlock the potential of the private sector to help Ukraine’s economic recovery. This, in turn, will support the country to come back stronger, as a modern, stable and resilient democracy.

The URC is an annual conference. URC 2022 in Lugano, Switzerland launched the Lugano Principles, which laid the foundation for Ukraine’s reconstruction process.

URC 2023 worked towards international investment to rebuild Ukraine, focusing on:

  • how best to enable private sector investment, including how governments and international financial institutions can support this
  • Ukraine’s own transformation and reform programme
  • the support of the international community

URC 2023 raised over $60 billion towards Ukraine’s recovery and reconstruction. This includes the UK’s updated commitments of a further $3 billion of guarantees to unlock World Bank lending to Ukraine and £240 million in bilateral assistance.
