Introduction
The Government has published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Social Housing Fund (WH:SHF) is part of this plan, installing energy efficiency upgrades and low-carbon heating measures in English social housing. The scheme provides funding to local authorities, combined authorities, registered providers of social housing, and registered charities that own social housing in England.
WH:SHF was formerly known as SHDF Wave 3. Draft Guidance for this scheme was published on Monday 13 May 2024, and social housing landlords had the opportunity to ask clarification questions by mid-June 2024. The delivery window opened in March 2025.

What you need to know about these statistics
The data contained in these statistics is based on lodgement data submitted by 14 of 138 participating Grant Recipients by mid-February 2026, reporting activity to the end of January 2026. This is the first time statistics have been published for the WH:SHF.
All figures in this publication are provisional and subject to revision. Previous schemes have seen significant revisions to early publications, and we expect to see the same for the WH:SHF. We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from Grant Recipients, but are likely to significantly under-report actual activity.
Key statistics
Total Homes Upgraded
- This publication is based on returns submitted by mid-February 2026 covering reporting activity to the end of January 2026. To date there have been 670 measures installed across 370 households through the WH:SHF. These figures are an accurate representation of GR reporting, but are likely to significantly undercount actual delivery.

Delivery by Measure Type
- Across WH:SHF, Solar PV was the most common type of measure, accounting for 45% of installations. Insulation measures accounted for around 32% of WH:SHF measures followed by Low Carbon Heating (21%) measures as shown in Figure 2.
