Warm Homes: Local Grant statistics - February 2026

Introduction

The Government has published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Local Grant (WH:LG) is part of this plan. It is a government-funded scheme delivered by Local Authorities that provides grants for energy performance upgrades and low carbon heating to low-income households living in the worst quality, privately owned homes in England to achieve energy bill savings and carbon savings. These upgrades are open to all fuel types, including on-gas-grid households (those heated by mains gas), and off-gas-grid households (those heated by electricity, oil, coal, or liquid petroleum gas).

£15bn has been committed to the Warm Homes Plan, with £4.4bn committed to Low-income homes grants. Of this £0.5bn has been allocated to the WH:LG to be delivered from April 2025 to March 2028. The expression of interest window for Local Authorities interested in participating in the scheme closed on 1 December 2024, and funding allocations were made to Local Authorities in early 2025. 74 projects involving 271 LAs (over 97% of eligible LAs in England) have been allocated funding.

What you need to know about these statistics

The data contained in these statistics is based on returns submitted by 26 of the 74 participating Grant Recipients by mid-February 2026, reporting activity from the start of delivery in April 2025 to the end of January 2026. This is the first time statistics have been published for the WH:LG.

All figures in this publication are provisional and subject to revision. Previous schemes have seen significant upward revisions to early publications, and we expect to see the same for the WH:LG. We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from the 26 Grant Recipients that provided lodgement data, but are likely to  under-report actual activity.

Key statistics

Total Homes Upgraded

• This publication is based on returns submitted by mid-February 2026 covering reporting activity to the end of January 2026. To date, there have been around 840 measures across 490 households in the WH:LG. These figures are an accurate representation of GR reporting, but are likely to significantly undercount actual delivery.

Delivery by Measure Type

• Across the WH:LG, Solar PV was the most common type of measure, accounting for 37% of installations. Insulation measures accounted for around 23% of WH:LG measures, followed by Low Carbon Heat measures (19%) as shown in Figure 2.
