1. Introduction
Equality of access to official statistics is a fundamental principle of statistical good practice and the Pre-release Access to Official Statistics Order 2008 restricts the privileged access to official statistics in their final form before their release into the public domain.
Pre-release access does not include those individuals who:
- produce and publicise the statistics (including those responsible for oversight of the process).
- are asked to quality assure the statistics before their public release.
2. Tenant Satisfaction Measures (TSMs)
We collect TSMs data in order to support our operational approach to regulating the consumer standards set out in the regulatory framework for social housing in England. They are used extensively from the moment they are submitted to us; informing our engagement with providers on building safety and compliance with our standards.
The Tenant Satisfaction Measures (TSMs) were developed following the 2020 Social Housing White Paper and are of significant operational interest to MHCLG. We have provided access to the key findings from the data submissions with colleagues in MHCLG through our operational activity.
Users should also note that provider level TSM results and supplementary materials are also published by individual registered providers (this being part of the TSM requirements). Therefore the underlying data to these statistics is publicly available.
3. Pre-release access to 2025 statistics
We shared data from these statistics with MHCLG Statisticians for quality assurance[footnote 1] and the preparation of other statistics (to be released after these statistics) and with colleagues at MHCLG for the preparation of briefing materials and future publications. This access was granted as below.
