The Department for Transport (DfT) publishes estimates of Heavy Goods Vehicle (HGV) traffic within the road traffic statistics. We are seeking users’ views on a change to how HGV data is collected for road traffic statistics. From 2028, roadside counts of HGV traffic will be simplified into two categories: rigid and articulated vehicles. This change will not affect the information available on total HGV traffic within the published summary statistics. It will impact the level of disaggregation available for HGVs by number of axles in the count point level data that is available to download via the road traffic geographic website and API.
We are inviting users to provide comments on the proposed change by 31 August 2026.

Overall traffic levels in 2025 were higher than 2024 and were above pre-pandemic 2019 levels. Motor vehicle traffic on Great Britain’s roads increased by 1.9% between 2024 and 2025, to 342.6 billion vehicle miles. Traffic in 2025 was 1.2% higher than when compared to 2019 pre-pandemic levels.
In 2025:
- car traffic levels were 262.4 billion vehicle miles, 2.5% higher than 2024 and similar (-0.2%) to 2019
- van traffic was 58.8 billion vehicle miles, similar (+0.5%) to 2024 and 10.0% higher than 2019
- lorry traffic levels were 16.3 billion vehicle miles, 1.7% lower than 2024 and 5.1% lower than 2019
- England’s Strategic Road Network carried 99.2 billion vehicle miles of traffic, 2.4% higher than 2024 and 2.5% above 2019 levels
