Annex 1 - Community Accommodation Service Tier 3 - summary

1. Introduction
CAS3 commenced on 19 July 2021 and provides up to 12 weeks basic accommodation for those leaving prison at risk of homelessness.
The service was initially launched in five probation regions (Yorkshire and the Humber; North West; Greater Manchester; Kent, Surrey and Sussex; and East of England). Delivery of CAS3 in Wales, through grant funding arrangements with Welsh Local Authorities, commenced in June 2022, and mobilisation of the service in the remaining six probation regions in England commenced in May 2023, with full national coverage from December 2023. Therefore 2024/25 is the first year with full national coverage.
2. Key figures
In total, 23,160 offenders have been placed in CAS3 accommodation between 1 July 2021 and 31 March 2025.
In the year from 1 April 2024 to 31 March 2025, 10,020 offenders were placed in CAS3 accommodation. Of these, 9,245 (92.3%) were male residents and 735 (7.3%) were female residents, with 40 other casesNote 1.
For reference, as of 31 March 2025, according to the prison population statistics, males comprise 95.9% of the adult prison population, and females 4.1%.
3. Accommodation move-on outcomes
Accommodation outcomes record the type of accommodation that individuals move-on to following a stay in CAS3. In total 9,715 offenders completed a CAS3 stay between 1 April 2024 and 31 March 2025.
Table 1 outlines the breakdown of offender accommodation move-on outcomes for the CAS3 service between 1 April 2024 and 31 March 2025.

Note 1: Gender breakdowns for CAS3 are based on the recorded gender of residents in the CAS3 case management system.
Males consists of all cases recorded either Male or Transgender Male.
Females consists of all cases recorded either Female or Transgender Female.
Other consists of cases recorded as Non-Binary, Transgender with no specific gender identity recorded, and where the gender is unknown.
Recording of gender within the CAS3 service may differ from recording within other Official Statistics due to differences in categorisation and recording point.
