About this release
On 1 April 2026 a revaluation of all non-domestic properties in England and Wales took effect. The rateable value determined by the Valuation Office provides the basis for national non-domestic (business) rates bills.
This document has been released alongside comprehensive tables and statistical commentary which break down the change in rateable value between the 2026 and 2023 local rating lists by geography, sector, and distribution of changes in rateable value. The purpose of this document is to present different geographical breakdowns of the impact of Revaluation 2026 through choropleth maps showing how rateable value has changed in each region and administrative area (billing authority) both overall and for each sector (retail, industry and office). The groupings used across the maps are defined using the minimum, 25th percentile, 50th percentile, 75th percentile and maximum value for the Billing Authorities. These are defined for all sectors, Retail, Industry and Office separately. Maps showing a more detailed view for each region individually can be found in the Appendix.
The retail, industry and office (RIO) sectors used in this release are part of a categorisation commonly used by those in the surveying profession, as well as in HMRC official statistics on NDR Stock and Floorspace. HMRC statisticians have mapped Special Category (SCat) codes to one of the three categories, however there are some codes which could not be readily assigned to retail, industry or office which have been combined to create an ‘other’ sector. Statistics for the ‘other’ sector are presented alongside the RIO sectors in the main tables and statistical commentary of this release. However, maps showing change in the ‘other’ sector have been excluded from this document because any apparent trends will reflect multiple different sectors or industries and may be misleading.

1. Change in rateable value across England and Wales
This section provides maps which show differences in percentage change in rateable value from the 2023 local rating list to the 2026 compiled local rating list by region and administrative area across England and Wales. The maps are presented for rateable properties in all sectors as well as individually within the retail, industry and office sectors. This data is also presented in Table A1 in the Appendix.
The maps showing regional differences use initials to label each region as follows: North East (NE), North West (NW), Yorkshire and the Humber (Y&H), East Midlands (EM), West Midlands (WM), East (E), London (L), South East (SE), South West (SW) and Wales (W).
The maps showing administrative area differences do not include labels or a key with the names of each area due to the varying sizes of these areas on the maps. However, a labelled map alongside a table which provides a key and a full breakdown of percentage change in rateable value can be found for each area in the Appendix.
1.1 Change across all sectors
Across all sectors, the largest increase in rateable value was in London, with an increase of 22.5%. The smallest increase across all regions was in Wales, up 15.5%. Across regions in England, the smallest increase was in the East Midlands, up 16.4%.

In every Billing Authority in England and Wales the total rateable value increased from the 2023 rating list to the 2026 compiled rating list. The increases ranged from 4.9% to 101.9%. The smallest increase was in Three Rivers and Spelthorne and the largest increase was in Hillingdon.

1.2 Change in the retail sector
Across the retail sector, the largest increase in rateable value from the 2023 rating list to the 2026 compiled rating list was in London, with an increase of 13.6%. The smallest increase across all regions was in the North East, up 3.1%.

Across all Billing Authorities in England and Wales in the retail sector, the range of changes to rateable value from the 2023 rating list to the 2026 compiled rating list was a decrease of 26.5% to an increase of 40%. The largest decrease was in Isles of Scilly UA and the largest increase was in Bolsover.

1.3 Change in the industry sector
Across the industry sector, the largest increase to rateable value from the 2023 rating list to the 2026 compiled rating list was in the North East and North West, with an increase of 24.7%. The smallest increase across all regions was in the South West, up 18.7%.

In every Billing Authorities in England and Wales in the industry sector, rateable value increased from the 2023 rating list to the 2026 compiled rating list. The increases ranged from 7.3% to 42.3%. The smallest increase was in South Holland and the largest increase was in Wandsworth.

1.4 Change in the office sector
Across the office sector, the largest increase to rateable value from the 2023 rating list to the 2026 compiled rating list was in the South West, with an increase of 18.7%. The smallest increase across all regions was in the East Midlands, up 5.9%.

In every Billing Authority in England and Wales in the office sector, the total rateable value increased from the 2023 rating list to the 2026 compiled rating list. The increases ranged from 0.3% to 42.8%. The smallest increase was in North West Leicestershire and the largest increase was in Harrow.
