Potential victims of modern slavery in the UK that come to the attention of authorised ‘first responder’ organisations are referred to the National Referral Mechanism (NRM). Authorised ‘first responder’ organisations include local authorities, specified non-governmental organisations (NGOs), police forces and specified government agencies.

   ‘Modern slavery: National Referral Mechanism and Duty to Notify statistics UK, quarter 3 2025 - July to September’ location of crime investigation figures revised. Updated ‘Modern slavery: National Referral Mechanism and Duty to Notify statistics UK, quarter 3 2025 - July to September: data tables’ table 3 to 11 and table 14 updated to reflect this revision. Section 4.3 has been updated to improve clarity around the definition of the timeliness measure; no data or figures have been altered in this section.
