Bulletin: BDUK delivery performance, quarterly: October 2025 to Dec 2025

1. About this release 

This quarterly statistics report presents how many premises in the United Kingdom have received a gigabit-capable broadband connection as a result of BDUK subsidy. The figures cover premises that received gigabit-capable coverage through Building Digital UK (BDUK) subsidy over the last quarter, between 1 October 2025 and 31 December 2025.  This publication includes updates to previously reported delivery figures. Full details of these changes are provided in Section 4.2

BDUK has improved its workflow processes, enabling us to report on quarterly delivery with a shorter lag. From this point forward, each release will include data for a single new quarter, alongside cumulative totals. 

2. Headline findings 

  • We estimate that BDUK interventions delivered 56,000 premises with gigabit-capable coverage between 1 October 2025 and 31 December 2025 (Q3 2025/26).  

  • A cumulative estimate of 1,373,800 premises have received gigabit-capable coverage by BDUK’s gigabit programmes since their inception.   

  • Of the premises delivered by BDUK between 1 October 2025 and 31 December 2025: 

    • 75% (41,830) were delivered under Gigabit contracts, or Government Infrastructure Subsidy (GIS) 
    • 18% (10,150) were delivered by vouchers 
    • 7% (4,050) were delivered by Superfast & Hubs 
  • 90% (50,200) of the premises delivered between 1 October 2025 and 31 December 2025 were classified as residential premises and 10% (5,400) were classified as commercial premises.  

  • The highest delivery between 1 October 2025 and 31 December 2025 was in England (80%, 45,100 premises), followed by Scotland (11%, 6,200 premises), Wales (9%, 4,800 premises), and Northern Ireland (< 50 premises) 

  • Yorkshire and the Humber had the highest delivery between 1 October 2025 and 31 December 2025 among English regions (19% of England, 8,700), followed by the East of England (18%, 8,100) and the North West (17%, 7,700).

This bulletin presents quarterly official statistics on the delivery performance of BDUK (Building Digital UK) from October 2025 to Dec 2025. It includes breakdowns by:

  • Commercial/residential classification 

  • Whether the premises are in the Ofcom premises base 

  • Intervention type  

These statistics are designated as Official Statistics and are produced in accordance with the Code of Practice for Statistics.

4.2 Changes from previous releases 

This is BDUK’s third official quarterly statistics publication, covering delivery performance from October to December 2025, and revising earlier time series. These figures build on those published in the BDUK delivery performance, quarterly: April 2025 to Sept 2025 - GOV.UK

BDUK updates its historical time series with each release to reflect improved supplier reporting. Revisions may alter the original delivery date or correct the number of premises passed.  

Key revisions 

  • Superfast delivery: A total of 5,570 additional premises have been incorporated into the figures reported to 30 September 2025 (total reported in BDUK delivery performance, quarterly: April 2025 to Sept 2025, 801,840). This change is primarily attributable to the Scottish Government and North Devon (South West) contracts, now approaching closure. As part of suppliers’ data consolidation processes, historic figures have been reviewed and updated. We have also removed 1,000 premises from the Superfast delivery figures, which did not form part of the contracted intervention area or overspill delivery.   

  • GIS: A further 4,920 premises have now been included in the Gigabit Infrastructure Subsidy (GIS) delivery figures previously reported in BDUK delivery performance, quarterly April to Sept 2025, as part of the standard process of incorporating newly submitted and updated delivery data and processed delivery data from suppliers.  

This, together with minor adjustments to the delivery figures for Vouchers (70) and Hubs (20), results in a net increase of 10,580 premises passed between Before 1 April 2021 and 30 September 2025 as reported in BDUK delivery performance, quarterly: April 2025 to Sept 2025. 

Methodological improvements

BDUK updates its historical time series with each release. This is because BDUK works closely with suppliers to improve the quality of their reporting; when improvements are made, we may receive revised information that alters the original delivery date of a premises or corrects the number of premises passed. This has resulted in changes to historical data, with movement between interventions and delivery periods.   

Known issues

BDUK is currently working on a methodology to improve the identification of Unique Property Reference Numbers (UPRNs) for addresses which currently do not have an associated one; this will improve the accuracy of our counting methodology. BDUK is also investigating its vouchers’ data quality.
