Bulletin: BDUK delivery performance, quarterly: April 2024 to December 2024
Published 24 July 2025
1. About this release
This quarterly statistics report presents how many premises in the United Kingdom have received a gigabit-capable broadband connection as a result of BDUK subsidy. The figures cover premises that received gigabit-capable coverage through Building Digital UK (BDUK) subsidy between 1 April 2024 and 31 December 2024. We also present revised figures from earlier time periods.
This is the first release of this series of official statistics. For questions or suggestions to improve the relevance of this report, its overall readability, or the format and content of the tables to ensure they meet user needs, please contact us at statistics@bduk.gov.uk.
2. Headline findings
We estimate that BDUK interventions delivered 113,700 premises with gigabit-capable coverage between 1 April 2024 and 31 December 2024. A cumulative estimate of 1,188,400 premises have received gigabit-capable coverage by BDUK’s gigabit programmes since their inception.
Of the premises delivered by BDUK between 1 April 2024 and 31 December 2024:
- 38% (43,400) were delivered under the Government Infrastructure Subsidy scheme (GIS, Gigabit contracts)
- 38% (42,900) were delivered by vouchers
- 24% (27,500) were delivered by Superfast & Hubs
We count both directly subsidised premises as well as uncommercial premises that
were not directly funded but received connections as a result of nearby BDUK funded projects. As a result, all premises passed figures are estimates based on a combination of raw supplier data and modelled estimates.
The premises passed values in the previous financial years have been reviewed due to improved quality reporting by suppliers. More information on this can be found in our Quality and Methodology Information report.

3.2 Changes from previous releases
This is BDUK’s first official quarterly statistics publication, publishing delivery performance from April 2024 to December 2024, and revising earlier time series. These figures build on the figures previously published in the BDUK annual performance report 2024.
BDUK updates its historical time series with each release. This is because BDUK works closely with suppliers to improve the quality of their reporting; when improvements are made, we may receive revised information that alters the original delivery date of a premises or corrects the number of premises passed.
As we improve our methodology, we have been able to discount premises where a commercial supplier built before our subsidised supplier under the GIS intervention. This has resulted in a downward revision of approximately 1% of the previously published GIS total before 31 March 2024, from 11,100 to 11,000. The cumulative overbuild reduction to 31 December 2024 is 12.5% (7,730 premises); that is, of the 62,030 premises built by suppliers under our GIS contracts (Table 10), we have removed 7,730 premises due mostly to overbuild, resulting in a total of 54,300 premises passed by our GIS contracts (Table 8).
As we receive more robust data from suppliers delivering under the vouchers intervention, we transition premises within projects from the conservative multiplier methodology (which estimates total premises passed using a fixed multiplier per connected voucher) to a data-driven counting methodology (which uses specific premises data reported by suppliers). This shift has contributed to an increase in the number of premises passed via vouchers.
3.3 Known issues
BDUK is currently working on a methodology to improve the identification of UPRNs for addresses which currently do not have an associated one; this will improve the accuracy of our counting methodology.
