Reason for change:: This release was previously announced for publication on 29 January 2019. The date of publication has now been changed to 12 February 2019. As an experimental statistics release, the methodology for these statistics is subject to improvements. Quality assurance of an improvement to the methodology for this release revealed issues in its implementation: therefore the release will now be issued with the existing methodology on 12 February 2019.
