The Pension Schemes Act contains the government’s package of legislative reforms and sits within a broader programme of pensions reform aimed at delivering better retirement outcomes for savers and supporting economic growth. The reforms span Defined Contribution (DC), Collective Defined Contribution (CDC) and Defined Benefit (DB) pensions, including the development of Retirement Collective Defined Contribution (R-CDC) alongside measures to improve value for money, support consolidation and scale where it benefits savers and strengthens retirement provision.

This Roadmap accompanies the Act and sets out the government’s overarching aims for reform, as well as the sequencing and expected timing of implementation. While the roadmap provides indicative timings, these may be subject to change. It provides greater clarity on the government’s phased implementation of the reforms across the pensions landscape. As a number of measures have already been delivered, the roadmap offers schemes, providers and other stakeholders a clearer view of the direction of travel over the coming years, helping the pensions industry to prepare for and implement these reforms effectively.
