This document gives guidance on the principles of cost-benefit analysis and how they should be applied in the context of transport appraisals. In November 2014 this TAG unit was updated to provide guidance on how Network Rail costs should be treated and reported in appraisal following the decision to reclassify Network Rail as a central government body.

The previous version of this unit was TAG unit A1-1cost benefit analysis, January 2014.

WebTAG provides information on the role of transport modelling and appraisal, and how the transport appraisal process supports the development of investment decisions and business cases.
