Details

Announced in the Warm Homes Plan, the government has developed the Warm Homes Loan Scheme (WHLS) to unlock private lending and investment at scale for home retrofit. Lenders are invited to apply to participate in the accelerated launch of the Scheme.

The WHLS aims to support the growth of the green home finance market by deploying £300 million of grant capital and working with lenders to increase demand for and reduce the financing cost of energy efficiency improvements in owner-occupied and private rented homes.

The success of the scheme depends on broad and inclusive participation. We welcome interest from the full spectrum of the UK financial services sector, including but not limited to banks, building societies, credit unions and specialist lenders. There will be further opportunities to join the scheme, with the next window intended to be later this year.

Who can apply

You can apply if you are an FCA authorised UK-based lender and you:

  • offer, or plan to offer, retail lending products to consumers for home retrofit
  • want to support growth in the home retrofit finance market
  • can take part within the scheme timetable

What participation involves

If you take part in the scheme, you will work with government to:

  • develop and deliver finance products for home energy improvements
  • support action to increase consumer demand for home retrofit
  • share insights on consumer behaviour and the market

Before you apply

This document explains the scheme as a whole, the requirements on you as a lender and the processes by which the grant is administered.

How to apply

Register your interest to apply for the Warm Homes Loan Scheme by sending an email to CGL-WarmHomesLoanScheme@energysecurity.gov.uk.

After you register, you will receive a link to a secure SharePoint folder. This will give you access to the application form and details of the supporting evidence you need to provide.

When completing the application form, ensure that:

  • all required sections are completed
  • the information provided is accurate and supported by evidence where needed
  • the application meets the requirements set out in the guidance

The application deadline is 5pm on 17 July 2026.

What happens next

We will assess your application against the criteria.

If your application is successful, we will contact you with next steps.

Applicant information sessions

We will hold two virtual sessions to support you during the application process and to answer any questions from prospective applicants.
