The toolkit is split into 4 sections:

  • analyse (how to understand the needs of users and identify gaps in existing services, plus opportunities for joint commissioning)
  • plan (how to develop a strategy and design a service specification)
  • do (market development and the tender process)
  • review (how to evaluate the impact of services)
