The joint response to the measures to support the transition to zero emission cars and vans confirmed changes to the Vehicle Emissions Trading Schemes (VETS) Order 2023 were to be made.

Changes to the VETS order were implemented via a statutory instrument (SI), which was laid on 17 October 2025. The SI will come into force on 1 January 2026.
