When the UK left the EU, government agreed that certain EU regulations would continue to apply in Northern Ireland – known as the Windsor Framework.

This explanatory memorandum explains why the government has agreed to add Regulation (EU) 2025/14 of the European Parliament and of the Council of 19 December 2024 on the approval and market surveillance of non-road mobile machinery circulating on public roads and amending Regulation (EU) 2019/1020 to the Windsor Framework to apply in Northern Ireland.

The new EU regulation will harmonise the technical requirements for non-road mobile machinery used on roads in the EU.
