Memorandum of Understanding on cooperation in the field of conflict resolution between The Ministry of Foreign Affairs of the State of Qatar and the Foreign, Commonwealth & Development Office of the United Kingdom of Great Britain and Northern Ireland

Introduction

The Ministry of Foreign Affairs of the State of Qatar and the Foreign, Commonwealth & Development Office of the United Kingdom of Great Britain and Northern Ireland (hereinafter jointly referred to as the ‘Participants’ and separately as a ‘Participant’).

Noting the longstanding cooperation between the Participants in the field of conflict resolution.

Noting that the Participants each brings deep experience and unique capabilities to our partnership.

Desiring to strengthen the close relations between them.

Expressing a mutual interest in exchanging experience and best practice in conflict resolution in order to end conflict and bring about lasting stability and prosperity for societies and their citizens globally.

Mindful of the principles enshrined in the Charter of the United Nations, UN Security Council resolution 1325 and subsequent resolutions on Women, Peace and Security, and the UN Guidance for Effective Mediation as requested by the UN General Assembly.

Hereby express their understanding as follows:

Section 1: Purpose

The purpose of this Memorandum of Understanding (hereinafter referred to as “this MoU”) is to:

a). Deepen bilateral cooperation on conflict-affected countries. The participants will share analysis and organise events to develop joint work and solutions on countries of mutual interest.

b). Exchange knowledge and capabilities.The Participants are developing ways to share our knowledge and capabilities, including through joint funding arrangements and technology such as AI. The participants will connect conflict resolution organisations in London and Doha through an annual Conflict Forum, as outlined in the UK-Qatar Future Framework. 

c). Strengthen the international conflict resolution system. To improve the effectiveness of our international systems and respond to current conflicts the participants will, where appropriate, draw on their respective allies in this field.  

Section 2: Implementing entities

The Participants responsible for giving effect to this MoU will be:

a). The Ministry of Foreign Affairs of the State of Qatar; and 

b). The Foreign, Commonwealth & Development Office of the United Kingdom of 
Great Britain and Northern Ireland.
 
The Participants will also consider: - 

a). Additional topics or geographies of mutual concern relating to conflict resolution; 

b). Reviewing progress on the implementation of this MoU.

Section 3: Expenses

Each Participant will bear its own expenses incurred under this MoU unless otherwise 
determined in writing. 

Section 4: Interpretation and implementation

Any difference that may arise in relation to the interpretation or implementation 
of this MoU will be settled amicably through consultations or negotiations between 
the Participants through diplomatic channels.

Section 5: Expression of intent

This MoU reflects the shared determination of the Participants and does not create any legal rights or obligations for either Participant under domestic or international law, and its provisions will have effect in accordance with its goals and objectives.

Section 6: Compliance

The Provisions of this MoU will not conflict with any treaties or agreements to 
which the Participants are parties.

Section 7: Amendments

This MoU or any of its provisions may be amended by arrangement between both Participants in writing, and such amendments will come into effect from the date of its signature by both Participants.

Section 8: Coming into effect, duration and termination

This MoU is effective from the date of its signature and will remain valid for an 
indefinite period of time. Either Participant may, at any time, terminate this MoU by 
providing written notice to the other Participant through diplomatic channels at least 
three (3) months before the date of termination.

The termination of this MoU will not affect the conclusion of cooperative activities 
that may have been initiated during the time this MoU is in effect unless the Participants decide otherwise in writing.

In witness whereof, the undersigned, being duly authorized thereto by their respective Governments, have signed this MoU in London on 6/5/1447 (Hijri) corresponding to 28/10/2025 (Gregorian) in two original copies in Arabic and English languages, both texts having equal effect.
