Notes
The Home Office’s approach to calculating unit costs for UK passport services reflects an estimate of the full financial cost of delivering each service. This includes the cost of processing passport applications, direct costs, relevant local and central overheads (such as accommodation, HR, Finance and IT), depreciation, cost of capital employed, the cost of processing British nationals at the UK border, overseas consular support (including for lost and stolen passports) and other factors associated with Passports.
Productivity measures, are derived from operational business planning data, are then applied to allocate total costs across the range of services and products.
Unit costs may vary year on year due to changes in processing arrangements, as well as wider system changes that affect weighting calculations and the resulting cost allocation to individual services.
This methodology is consistent with the fee-setting powers provided under the Immigration Act 2016.
