UK-Netherlands cooperation in quantum science and technologies: memorandum of understanding

Recognising that the United Kingdom and the Netherlands are leaders in scientific research and have strong and diversified science, technology and innovation relations, with extensive collaborations between academia, industry and government.

Understanding that quantum science and technologies – applying quantum mechanics to explore new ways to enable enhanced collection, transmission, processing, and visualisation of information – could lead to the development of transformative technologies such as novel computers, secure communication networks, and more precise and accurate sensing and timing capabilities.

Recognising that, to support the growth of our quantum industries, fostering partnerships with key international allies and ensuring effective collaboration between academia, industry and government, is critical.

Acknowledging that cooperation between like-minded partners, grounded in shared principles such as research integrity, is vital in order to combine the expertise and creativity of our countries, to expand our foundational understanding of quantum science and technologies, and to accelerate the realisation of new quantum technologies for the benefit of society and in support of our shared interests.

Recognising that the coming years will be critical for the young quantum industry, and that we intend to support initiatives that serve to accelerate relevant breakthrough research and development, commercialisation activities and the overall growth of the quantum sector towards an international marketplace.

Have come to the following understanding:

We intend to pursue cooperation between the United Kingdom and the Netherlands quantum programmes and harness the constant creation of new knowledge, understanding and insights from both our innovation ecosystems by:

  • fostering regular bilateral and multilateral opportunities to discuss policy issues such as research security, investment screening, standards and global supply chain mapping and resilience;
  • facilitating interactions between both academia and the private sector to understand research areas and topics, by organising visits to each other’s ecosystems, to the UK Quantum Technology Showcase in London and Quantum Meets in the Netherlands;
  • mapping group-to-group engagements between the United Kingdom and the Netherlands at fundamental research level – as a next stage to identify what has worked well to date and future opportunities in academic research collaboration;
  • scoping joint higher TRL demonstration initiatives following this mapping exercise, e.g. technology for specific applications such as in Position, Navigation and Timing (PNT);
  • jointly exploring end-use cases and joint missions in areas of mutual interest;
  • supporting initiatives to reduce barriers to international collaboration, and exploring the possibility of offering joint funding schemes in support of collaborative projects between startups and academia from both countries;
  • exploring joint efforts to increase the global level of private funding for the growing quantum industry;
  • enhancing public outreach initiatives on quantum-related topics for non-technical audiences;
  • supporting efforts in both countries to develop ethical and governance principles for the responsible use of quantum technology, for the benefit of society as a whole.
