UK NCP final statement: complaint from IAP and WDM against GCM Resources Plc in Bangladesh

UK National Contact Point final statement on a complaint against a UK company developing plans for coal mining in Bangladesh.

This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government



The statement records the findings and recommendations of the UK National Contact Point on a complaint.

The complaint is from 2 non-governmental organisations (NGOs) that a UK company acted inconsistently with the Organisation for Economic Co-operation and Development (OECD) Guidelines for multinational enterprises, in developing plans for coal mining in Bangladesh.

The 2 NGOs are:

  • the International Accountability Project (IAP), a civil society organisation based in the United States
  • the World Development Movement (WDP), a civil society organisation based in the United Kingdom

A review of the final statement by the UK NCP Steering Board Review Committee has also been published. The NCP will issue a follow-up report in May 2015.


The OECD guidelines provide recommendations for business conduct that the UK government encourages UK businesses to comply with wherever they are trading and operating.
