In September 2020, the then Secretary of State for International Trade asked the RPC to provide independent scrutiny of the Government’s international Free Trade Agreement Impact Assessments (FTA IAs). As with our opinions on regulatory impact assessments, we offer commentary on the quality and robustness of the evidence and analysis, and provide our opinion on whether the FTA impact assessments are fit for purpose to inform parliamentary review. Our opinion does not consider the merits of the FTA or the negotiation process. We have previously provided opinions on the impact assessments of FTAs between the UK and Japan, the UK and Australia, the UK and New Zealand and, most recently, the UK’s accession to the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP).
On 25th June 2025, DBT submitted an IA of the Free Trade Agreement between the UK and India to the RPC for review. The department submitted a revised IA on 21st July. The revised IA satisfactorily addressed our comments on the previous IA. As a result, the RPC rates the IA as fit for purpose, green-rated.
