The UK Government Green Financing Programme raises financing from investors to fund green expenditures that tackle climate change, rebuild natural ecosystems and support jobs in green sectors. The UK Government Green Financing Framework sets out the principles of the Programme and was updated in November 2025.
The Framework includes guidelines on the types of expenditure that are eligible to be financed via the Programme, set out in seven categories:
- Clean Transportation
- Renewable Energy
- Energy Efficiency
- Pollution Prevention and Control
- Living and Natural Resources
- Climate Change Adaptation
- Nuclear Energy
The Framework commits HM Treasury to annual reporting on the allocation of Programme financing to eligible green expenditures. HM Treasury also commit to annual reporting on the environmental impact and social co-benefits of funded expenditures.
The Framework aligns with the ICMA Green Bond Principles. S&P Global Ratings provided a Second Party Opinion for the updated UK Government Green Financing Framework in November 2025. S&P assessed the Framework to be “dark green”, their highest rating.
