The government has published its response to the Isabelle Trowler review of safeguarding in youth custody.

Details

The Trowler review was commissioned following the Prison and Probation Ombudsman’s report into Medomsley Detention Centre, published in November 2025. While the estate looks very different today, the government is committed to doing all it can to strengthen practice and ensure that all possible lessons are learnt from Medomsley.

Isabelle Trowler, the Chief Social Worker for England, has published an independent report on safeguarding in youth custody. The reviews terms of reference were to assess current safeguarding arrangements, to ensure children are protected while in the custodial estate. 

A written ministerial statement setting out the full response was laid in Parliament. The government will be taking forward all 34 recommendations and is already undertaking a programme of work to significantly strengthen safeguarding.
