Details

Transformation of local services is a key objective of the Troubled Families Programme. This will secure sustainable, high quality services for families after the programme ends in 2020.

The model and toolkit, first published in November 2016, supports local authorities to assess how they are performing in transforming their services working across all partners and helps areas to consider what more can be achieved. It captures the principles that underpin meaningful system and cultural change in clear and accessible language.

This toolkit is intended to be a living document.It will continue to be revised and updated as new lessons are learned about the key features of service transformation.

Data maturity model

The data maturity model is designed to help local authorities to

  • assess the effectiveness of their data systems
  • plan their next steps
  • benchmark their progress against other local authorities
  • advance the way data is managed and used by the local authority and their partners

It has been developed to support service transformation which is important in delivering the Troubled Families Programme’s goals and sits alongside the service transformation maturity model.

The aim of the data maturity model is to enable strategic leaders across local authorities and their partnership to understand families’ needs and for the early help services to use data for decision making and prioritisation across the service and across the wider Authority.
