This guidance is intended for policy makers, scheme promoters, delivery bodies and analysts involved in the design, implementation and evaluation of transport interventions. It provides a step-by-step process to assessing evidence needs and support in selecting the most appropriate evaluation approach.

This guidance has been developed by the Tavistock Institute and AECOM.
