To support transport business case development, the Department for Transport has produced a suite of tools to enable the appraisal of transport policy and interventions. The purpose of these documents is to ensure consistent approach in transport appraisal.
This guidance will assist analysts involved in the appraisal transport policies and interventions. The guidance should be seen as a requirement for all projects and studies that require government approval. For projects that do not require government approval this should serve as a best practice guide.
Software and models
A wide range of appraisal and modelling software packages have been developed to assist analysts.
Decisions on transport policy must be made in the light of the best possible advice and evidence on their impacts. Investment in all modes of transport and their management must also meet the department’s policy objective to seek good value for money. Research has been conducted on a wide range of topics including transport modelling and appraisal methods.
