On 3 September 2019 the Secretary of State announced an independent review of the Toddbrook reservoir (Whaley Bridge) incident on 1 August 2019. The review, led by Professor David Balmforth, looked at:
what might have led to the damage
if it could have been prevented or predicted
identify any lessons learned
Professor Balmforth has made 22 recommendations for application across the reservoir network and community. The government has accepted all the recommendations, as set out on a Written Ministerial Statement made by the Secretary of State, George Eustice on 16 March 2020. He has also asked Professor Balmforth to lead a second stage of the review, which will undertake a wider assessment of reservoir safety legislation and its implementation. The terms of reference for this second part will be published on gov.uk in due course.
