Tobacco Duty: rate changes
This tax information and impact note sets out how tobacco duties will increase on 26 November 2025 and 1 October 2026.

Details
This measure increases the duty rate on all tobacco products.
On 26 November 2025 rates will increase by the Tobacco Duty escalator of 2% above the Retail Price Index.
On 1 October 2026 rates will increase by the Tobacco Duty escalator of 2% above the forecasted Retail Price Index, plus an additional:
- £2.20 per 100 cigarettes
- £2.20 per 50g on all other tobacco products
