Details

The study aims to explore the role of distributional weights (DW) in transport appraisal, following HM Treasury Green Book principles.

It provides a review of a methodology developed by the Department for Transport (DfT) for implementing DW in appraisal. It also considers the implications of benefits pass-through into other markets, as benefits in one market can lead to effects elsewhere.

ARUP and the Institute for Transport Studies completed this research on behalf of DfT.
