This report looks at the question of how well we use, manage and prioritise external research. It is based on an in-depth examination of 4 areas of our activity and the associated research reports and their use.

The findings are based on conversations with more than 60 people from inside and outside the department that took place between November 2008 and February 2009. It is also based on a number of research reports and policy documents.
