Details

The PIR is a review of The Environmental Protection (Plastic Straws, Cotton Buds and Stirrers) (England) Regulations 2020, which restrict the supply of single-use plastic items to reduce environmental harm.

The evidence presented provides a reasonable assessment of the effectiveness and continuing relevance of the Regulations. The analysis draws on survey data and evaluation of environmental impacts since implementation. The PIR demonstrates the objectives of protecting the environment, reducing harm to marine life, and encouraging alternatives remain valid, and the Regulations have been successful in achieving these aims. The exemption mechanisms have functioned effectively to protect access for those with specific needs.

The Department’s recommendation to retain the Regulations is supported by the evidence presented, although quantification of plastic items placed on the market would significantly strengthen the review.

The PIR is green-rated; fit for purpose.
