The evolving cyber threat landscape presents challenges for local councils, with various risks affecting digital infrastructure and services. Weaknesses within digital systems can put both the security of sensitive data and the continuity of services at risk. This study investigates these threats and draws on desktop research and direct engagement with local councils.

This research is part of the government’s ongoing work to better understand the cyber threat and improve cyber resilience across the economy.

Since this report was completed, the government has published the Government Cyber Action Plan setting out how it is rapidly improving the cyber security and resilience of public services.
