The TPRS guidance outlines a temporary scheme that presumes eligible Category C prisoners serving standard determinate sentences can be re-categorised to Category D up to 36 months before their conditional release date, subject to defined eligibility criteria, exclusions and limited governor discretion where there is a wholly unacceptable risk, to maximise use of the prison estate.
