The purpose of the report is to understand the reasons why some firms do not use patents and trade marks for the protection of their valuable innovations.

The IPO has previously commissioned the Survey of Innovation and Patent Use in September 2012 to shed light on factors associated with expenditures on technology in-licensing and the patenting behaviour of firms that had innovated over the 2009 to 2012 period.
