The Subsidy Control Act 2022 requires public authorities to ensure their subsidy or scheme is consistent with the subsidy control principles.

The subsidy control principles assessment case study is an example prepared by the Department for Business and Trade to illustrate how a principles assessment for a subsidy or scheme of particular interest (SSoPI) could be carried out in practice.

SSoPIs must be referred to the Subsidy Advice Unit before they are granted.

We recommend that public authorities read this case study to help inform the preparation of their own principles assessments.

This case study is a hypothetical example and should not be seen as a ‘gold standard’. The depth of analysis should be commensurate to the size and potential distortive impact of the subsidy.

Public authorities preparing principles assessments for smaller subsidies (under £1 million) should refer to the example in Annex 2 of the subsidy control statutory guidance.
