St Clares Sewer, Essex: proposal for designation change

The Environment Agency proposes to remove the entire length of St Clares Sewer, north of Coalhouse Battery, East Tilbury, Essex that is designated as a ‘main river’.
It proposes to make this change as a ‘determination’ under section 193C(1) of the Water Resources Act 1991. A determination is a formal decision to change the main river map.
The proposed determination is that St Clares Sewer between national grid reference (NGR) TQ6903177848 and NGR TQ6977977696, which is shown as a ‘deletion’on the main river consultation map, is no longer to be treated as a main river.
St Clares sluice was once the discharge point for St Clares Sewer to the tidal Thames. However, as this sluice no longer exists the current marsh drainage is routed to Gobians Sluice to the north (TQ6943579146) via Gobians Sewer, which flows north of the tidal defences. It is therefore proposed to demain the remnant section of St Clares Sewer.
The change would mean that Thurrock Council as Lead Local Flood Authority would have the power to carry out work to manage flood risk from this watercourse. The Environment Agency would no longer have this power.
The change would also affect how the watercourse is regulated. If you wanted to carry out works in or next to the watercourse, you might have to get consent from Thurrock Council as Lead Local Flood Authority.
