We have a received a request under the Freedom of Information Act 2000 for the following:
“I refer to the Speedmeter Handbook, 4th Edition.

In section 4.10 it states “A handbook or a set of written instructions for the use of the operator shall be provided with the instrument when it is accepted for practical assessment described in section 9. A copy will be provided to the HOSDB. The instructions shall be dated and any subsequent changes agreed with HOSDB sent to all users, including the Home Office.”
Can you confirm that any changes to the handbook subsequent to the granting of Type Approval of a device, must be authorised by the Home Office. -
In section 4.11 it states “Any requirement for goods or materials to comply with this specification shall be satisfied by compliance with “a relevant standard or code of practice of a national standards body or equivalent body of any member state of the European Community.”
Can you confirm the identity of the relevant code of practice with which compliance must be satisfied.”
