Details

The SHDF was a grant funding programme for local authorities and social housing landlords to install energy efficiency and low carbon heating measures in social homes in England. Wave 1 (2022 to 2024) awarded £179 million to successful applicants and delivered energy performance improvements in over 16,000 social housing properties.

This impact evaluation report draws on quantitative and qualitative data to assess to what extent, and how, the scheme delivered benefits for social housing residents. The findings will help ensure accountability for the spending of this scheme and provide evidence to improve future design and delivery.

The case study published alongside this report illustrates the extent to which local authorities not participating in the scheme delivered energy efficiency upgrades in their housing stock.
