Special provision funding is for local authorities to create places for pupils with special educational needs and disabilities (SEND), and to improve facilities for them in mainstream and special schools, nurseries, colleges and other education providers.

In March 2017, we announced allocations of £215 million of funding for 2018 to 2021. In May 2018 we announced a further £50 million and in December 2018, a further £100 million. This additional funding was paid to local authorities as part of their allocations for 2019 to 2020.

The explanatory note shows how we calculated the funding for each local authority.

The guidance document explains what you can spend the funding on and the planning you should do.

To access the funding, local authorities must update and republish their plan, describing how they intend to use their allocation and the consultation they have done, or are planning. To do this, please use the special provision plan template. An example template has also been provided.

Additional capital funding has been allocated to local authorities to invest in new places needed for September 2022 for pupils with SEND or who require alternative provision through the high needs provision capital allocations.

We provide funding to local authorities for mainstream pupils through the basic need allocations.
